Came across this issue on the switch stack of four Cisco 9200 switches. Non-Cisco IP phone received IP address and worked fine on the 1st switch in the stack.

When the phone was moved to any other 3 switches in the stack it would identify ok with LLDP but no IP address.

Nothing in the logs. Just data Vlan, no Voice Vlan. If a computer was connected to the same port instead of the phone all would work as expected.
IOS version 17.03.04.
After messing with the config, many switch reboots, and running round in circles, I’ve decided to upgrade to 17.03.05. Issue was resolved.
Lessons learned:
- Always check all switches in the stack for connectivity
- Code upgrade may not be a bad idea when all else fails
